My nephew lost his wallet a few years back at the mall and now is trying to re-establish himself as an adult. However, his is having trouble obtaining a Georgia identification card because he only has his birth certificate as proof of his identiy. Furthermore, he is unable to obtain a replacement social security card because he currently has no identification to provide. I wanted to know if anyone out there has dealt with this issue before and/or recommend some solutions. Lastly, my nephew does not have any bills either to show as proof of residency (i.e. utility or car insurance).

How Old is he?

Secure ID: Checklist of all Accepted Documents - Department of Driver Services

W2's, 1040's, Bank Statements, mail
....
He will need his Birth Certificate Certified copy.

He's 26 and has none of the necessary documents outside of his Birth Certificate. Would this document be sufficient enough to obtain an identification card?

No, He needs that document and a few others, See the link above.

He must have some of them on the list. 1040's W2 Selective Service Card ....
