I hope other areas outside of Metro Atlanta take advantage of this...
Under the timetable established by the Oct. 4 commission vote, project requests from individuals and organizations outside the government can be submitted until Feb. 28 of next year, with commissioners slated to approve a final list of projects in August, three months prior to the Nov. 7, 2017 vote.
If approved, the tax will be levied for five years, and is projected to raise $104.5 million, with $31.4 million of that money earmarked to help fund combined local and state transportation projects already on the books as part of a formal Transportation Improvement Program.
Project request forms have been available on the county government’s website, at TSPLOST | Athens-Clarke County, GA - Official Website, for the past few days.
The forms make it clear that the project request process is not intended to facilitate fanciful broad-brush proposals. The 18-page form notes that proposed projects will face a technical review by county government staff to verify cost estimates and whether or how the projects could increase the county’s operating costs, such as through the need to hire additional personnel. Additionally, the project request form requires detailed information on a proposed project’s budget, a description of how it will help meet transportation needs in the county, why it should be considered for TSPLOST (Transportation Special Purpose Local Option Sales Tax) funding, and its potential impact — positive or negative — on the county’s tax base and its existing infrastructure.
