CollegeTown Properties, an Athens-based property management and student-oriented housing development firm, is seeking the rezoning of a 1.13-acre tract on South Lumpkin Street for a mixed-use development that would include a 128-bed private dormitory, according to plans set for review Thursday by the Athens-Clarke County Planning Commission.

The tract in the 900 block of South Lumpkin Street, virtually surrounded by University of Georgia property, is owned by the Episcopal Diocese of Atlanta, and is now home to the St. Mary’s Episcopal Chapel at UGA. Plans for the proposed mixed-use development include a new 1,000-square-foot St. Mary’s Chapel as part of a U-shaped complex of connected buildings. Plans also call for somewhere between 2,000 and 3,000 square feet of the ground-floor space of the complex, tentatively dubbed 980 Lumpkin, to be allocated as leaseable retail space.

The residential component of the complex, on four floors above the ground floor and covering 45,265 square feet, would comprise what a county planning staff report describes as 33 “pods” of either three or four bedrooms grouped around small common areas that would include balconies.

Additionally, as envisioned, 980 Lumpkin would include 3,800 square feet of indoor amenity spaces, including a communal kitchen and dining area, along with spaces for study, social activities and physical fitness.

The development would include surface parking, along with deck parking below the buildings, providing a total of 145 parking spaces. Current plans show access to the development from both Lumpkin Street and University Court, but university officials have indicated they are particularly concerned about providing access into and out of the development along University Court.
