Probate question of personal property disbursement (2015, insurance, home)

Small Estate - In GA 2ac w/home, no mtg, no debt. Opened in 08-2015 intestate w/ ltrs of admin to 1 of the 3 sibling/heirs. Admin/heir moved into estate home. As admin, sold all vehicles, collected insurances into estate interest bearing acct, paid all outstanding bills and closed card accts (no balance debts). Admin of estate transferred home via deed to 3 heirs 11/11/15 as tenants-in-common.

Property now in heirs name, inventory of personal items to be divided remains (deceased was a hoarder). Note, deceased left no debt, only assets. 2nd Note, GA Admin handbook states, 'Admin is not required to sell personal property unless there is debt on estate.' There is no debt. No bond, reports or inventories were required by probate court (hindsight error on heirs part

Question, does anyone know if administrator is required to keep estate open in order to take inventory of non titled personal items of deceased (furniture, clothes, etc. (remember I mentioned that the admin moved into the home without heirs consent, well, this is the admins reason for keeping the estate open - indefinitely)

Obviously the admin transferred the deed as tenants-in-common so she could move in without potential recourse from other heirs (we've already been to court).

Last question is, (without having to hire another lawyer, we've already fed the legal monster over 10k) does anyone know if the admin can keep an estate open if there is no debt, all titled properties have been sold or transferred, all bills paid, all collected accounts and monies (some disbursed, some admin is still holding in acct). Only personal items of deceased remain as of their last report to heirs 12/2016.
