I thought as a resident of Ga if I bought a car out of state, in this case a California dealer, that I would not pay sales tax in California. When I registered it in Ga I would pay the tax in Georgia at Georgia tax rate.
The dealer told me that since the car was purchased in California that California would collect the sales tax and he did so.
So at this point I just owe the ad valorum tax in Georgia?

You pay the one time only Title Ad Valorum Tax which is not the same as the annual ad valorum tax that is paid on vehicles prior to 2013.

Generally this is fair market value x the current rate which I think is 7%

Yes, apparently if you take delivery of a car in California, you pay their sales tax on it, even if you are from another state and immediately remove the car from California. I have been reading on another car-centric forum about others going through this when they decided to pick up their new cars at the California factory. I actually had considered doing that myself, and am glad that I didn't, now that I know this.

Of course, you have to pay the one-time Georgia ad valorum tax to title your car in this state, no matter where you purchased it, and I don't believe you get any credit for any out-of-state tax you may have paid.

A few years ago, my wife and I drove to Greenville, SC, to pick up a new car for her. The price was well worth the drive, and they were very familiar with both Georgia and South Carolina law, which allowed them to charge me only the Georgia ad valorum tax, and no SC sales tax. The guy told me that a large percentage of their sales were to Georgia residents - something like 20%.
