Water rights in the Eastern US are ruled by common law, which gives the downstream neighbor as much right as an upstream one. Florida has rights to water in the Chattahoochee. Georgia has no right to the waters in the Tennessee though because it does not flow through or immediately by the state. I have no doubt the federal courts will play referee in this matter and likely remind Georgia of long established precedence and to stop using a legislative bully pulpit to try and steal something from Tennessee due to the state's lack of planning and unregulated growth.

In the mean time and long afterwards, let's all just hope for rain.

The far better option is to start building a total water recycling system. Instead of dumping wastewater downstream, pump it back to the reservoir it came from. Or better yet, just pump it back up to the initial treatment plant.
