Healthy skepticism is one thing, but to proclaim it will "never materialize" is just plain being pessimistic and unhelpful.

Now if it's been several months or several years and he hasn't heard a peep from the developer, it would be a different story.

Something like this is being built right now just a few minutes outside of Athens, but it's not in Arcade. I believe it's Presbyterian Village in Oconee.
