I've heard the people in Minneapolis jokingly say their brutally cold winters is like the only repellant that prevents them from experiencing Atlanta-like (or Sunbelt-like in general) explosive growth.
That’s one reason but when going through St Paul some areas have that rust belt vibe to it. People are all nice though.

Having come from MN, it's a great place to live with 3 large downsides:

1) Harsh winters (mostly cold, gray, and dark at 4:30, snow isn't too bad)
2) Passive Aggressive ("MN Nice") personalities
3) Geographic isolation

As mentioned, the winters do have upsides, the largest of which is that it keeps the crime down and the rif-raff out. A good portion of my family still lives there, so I visit 3x/year, and it makes for a lovely 2nd home.

Don’t underestimate fiscal stability, currently #9, to provide a base, from which to address any shortcomings. Keep your - state government - house in financial order, you give yourself options.

Yeah GA! GA I really love the state. I hope GA always continues to rank high and takes care of its citizens. In the future I hope GA is the one state that sets the example for all other states.
