I love Rome. Great downtown, 3 Rivers, 4 colleges, 3 major hospitals, number one school district in the state in '09, plenty of outdoor activities and locations, and, yes, I hear Darlington is a great private school.

Downsides? Large pockets of bad neighborhoods for a city of it's size, which is where the crime rate comes from.
Local economy is in trouble right now (no surprise, I would guess)

Overall, a great place to live, and a beautiful city.

I love Rome! We live just up Hwy 53 from it in Gordon county. It's about 40 minutes from us and we choose to drive there a LOT because there is more to choose from when it comes to shopping. It's a really pretty little College-esque town with both Berry College and Shorter College being located there so there are a lob of college aged people and the kinds of places they like to hang out as well (which, in my opinion, is another plus - but some might see it as a minus).

On the downside, as someone else mentioned, there are also some not so nice/scary parts that I would not enter by choice. Also, the businesses are really spread out in different areas - meaning you have to do a lot of driving.

All in all, though, it's a place I would consider living.
