I have heard and read very good things about the city schools but how much of a difference, quality-wise, is there between Cartersville city and Bartow county? Is it worth it to look for property in the city or can you not really go wrong either way?

There are some good schools in the county too and some that are not so bad but test scores wise not up to par with the city schools. Woodland High School, Cloverleaf Elementary, and a FEW others are good in the county. Cass High is okay but test scores do not come close to Cartersville High School. Either way it goes your child's education is in your hands and most importantly your child's. So with that said it would be a good decision with both.
