I want to move to another apartment, but I do not know how to do so with section 8.

You can just apply at the new apartments which accept section 8 and get on their waiting lists. The managers there can answer all your questions and guide you through the paperwork.
Are you familiar with HUD and MSHDA websites? These are your resources.

Enter your information here to pull up a listing of apartments that meet your needs, then contact them for any info you might need.
You can enter an entire county to search, specify senior or family housing, number of bedrooms, etc. Some listings have floorplans.

Is your voucher project-based? If so, you have to let your Housing Authority know in writing that you want to move. Then you will have to wait for them to have an available voucher for you, but you would get priority over folks on the waiting list.

If your voucher is not project-based, you need to check with your Housing Authority what their policies and procedures are. They may require a briefing, they may only allow you to move once every few years, they may require you to notify your landlord in a specific time frame. You have to ask your housing authority.
