What are the cheapest areas to move to that are dog friendly and have free offroading state parks etc nearby?

Muskegon area. Low cost of living, really low cost housing, dog friendly (they have a couple of dog beaches even on Lake Michigan). It's rough around the edges but it's got an up-n-coming vibe to it, with a lot of recreational assets nearby.
Silver Lake Sand Dunes is 35 minutes straight North and is a jeep/dune buggy haven. There's also a lot of offroading to be had in the Huron-Manistee National Forest, which stretches all the way up and over to Cadillac.
