Is parking (and locking) a bicycle in the city-center safe, or is there a high incidence of bike thefts during regular business hours?

Yes, definitely lock your bike in the city.

I am not sure about GR, but when I was in Honolulu this summer I bought a Trek bike and within 3 days it was stolen! And it had a lock on it!

A co-worker rode her bike to work and it was gone when she got out. I am going to say, like anywhere, it depends where you are. Granted she works 3rd so it was at night, but it could happen anytime.
