For several reasons.
I don't think it would be stupid if two drunk people had sex.

I agree with this.
If you have sex with someone who is drunk, it is rape. They cannot consent. Better hope they don't wake up in the morning upset or you could (and should) face jail time.

The answer to the OP's question is: tipsy, maybe, but she'd better be an active participant.
Drunk and not actively participating? No. You're much better off helping her get home, leaving her your NAME, and number, and calling her in the morning to make sure she's OK.
My wife and I have had drunk sex before without issue. If both parties agree, why not? Now if this thread is geared towards more the Frat/Sorority house type settings, then no. It all depends on the situation and the people involved.
