Managing perception VS clean intentions (what should take priority) (attractive, tattoo, female)

Person 1:
She is in magazines and has a lot of subscribers, has thousands of piercings and tattoos, does get drunk nightly at bars. But when she is in a library, driving to a public or formal event, she dresses appropriately and is sure to look presentable and give a quiet and acceptable appearance to others. She adapts to surroundings.
Person 2:
She has difficulty adapting to surroundings. She may say something off key or dress way too casually and get caught in the wrong place at the wrong time and be perceived as very permiscuous. She doesn't wear a lot of clothes no matter where she goes but she's not into the bars and is just not realizing she is perceived as permiscuous. She thinks everyone is just nice and she opens up to everyone about her innermost thoughts, almost the opposite of person 1. Person 2 is clean and an honor student and very unexposed to dirty commercial business of any sort. She really is just a free spirit at heart and a bit of a nonconformist by nature.
Who is more on the right track?
If you were say in front of an outdoor fountain in front of city hall, person 2 would be the one giggling and doing summer saults in the water. Person 1 would be thinking "it's not what she's doing is inappropriate, but here????"
