Your are not providing any logical context in order to take this thread seriously. Canada's history has been tied to the UK and U.S. since the beginning, in no alternate reality would Canada be acting on a way that would antagonize its major partners.
The border with the US would be mined, like the borders between E and W Europe, in the old days.
And btw, OP, Canada is part of North America. You're asking us how "North Americans" would react. Well, a rogue regime in Canada would be part of the "North American" opinion. Did you mean, how would the US react? Your question isn't formulated very well.

This is a hypothetical situation up for debate and not the actual history of Canada. We can rename Canada to Iran if that simplifies the query.

So having an Iran type country anywhere in the Americas is a non issue and not open to discussion per you? If Mexicans figured out that Carlos Slim was the puppet master of Mexico and the gov't of the US was the main power to keep him in power. If the people overthrew the Mexican gov't and blamed its problems on the US and became what Iran became in 1979. All this would be a non issue?? Then by your logic the Cuban Missile crisis should have been a non issue and the US should have given in to all their demands.
It's pretty naive to not know that there are more violent deaths in the Americas, per capita, than in the Middle East and be completely oblivious to it when its on your own continent. Then yes we should debate unicorns vs dragons since that is the reality of the Americas (at least per your POV).

How would America react to a Canadian nuclear program?
Perhaps a 60 year trade embargo would be a consequence or build a big wall between Canada and the USA.
Or install preventative measures to make sure if Quebec separates it doesnt align itself with Americas enemies.
