When it comes to war why should there be any kinds of "rules of engagement"?

Ever since Cain killed Abel (if you believe the bible) humans have not really gotten along with each other all that well. We are prone to violence and squabble endlessly, and resort to war by our very nature. War is necessary for us not because it makes sense but just because that is who we are. I cannot see human nature changing. May as well have some rules just to make us feel better about the mayhem that ensues.
But human nature has changed over time. We've only really been able to think of ourselve in the third person for maybe 10,000 years. Writing changed us. Formal education changed us. Maybe you can't change your nature, but as a group humans have changed and will continue to change.
Believing that wars should be fought without rules basically requires you to believe that wars are necessary, even desirable.
Yes, OP clearly indicates - took me some time to figure the post - that WE should go anywhere WE want to, and kick ars in whatever way it is fitting US. Be clear of any moral and ethical considerations. Napalm, cassette bombs, white phosphorus, lasers, who gives. We are the might. might is right.
So that OP can sit by 80 inch TV and watch the show. As I really doubt s-/he has any intentions to be personally involved into any battle actions where they actually shoot back at you and YOU can get killed. Surprise. As after all drones are shot down and all remote means of warfare exhausted, it goes to what preceded all conventions - man to man, face to face combat.
Hasn't that been one of the most daunting things that have kept us from winning since Vietnam? Why should there even be such being they are at war with us? Anti-war people always talk about the suffering/killing etc. we are doing to others, but really as far as I am concerned that is the for having opposed us in the first place. Don't want to suffer or die? Cool, don't oppose us in the first place!
Maybe when you grow up, you'll understand that US is neither the only country on earth, nor the center of the universe. Hopefully one day you'l get it.
And, as in the case of Vietnam, US politicians and generals may be entirely wrong. These people are known to make mistakes at times.

Amazing to say that even the Germans in WWII didn't measure up to your level of lowliness.
Based on your outlook, it would be fine for Pakistan or India or China to just nuke entire countries and take what is left.
The real answer here is that we live in a world where most people aspire to the advancement of civilization - which means people, whether communists, socialists, capitalists or buddhists, living in peace and basic security.
Let's juxtapose the question closer to home. If I am big and strong and buy an armored vehicle and a bunch of guns and ammo, why can't I just rob banks and kill people to take their stuff? After all, it's their fault for opposing my wants and needs in the first place....
"Civilized warfare" is, IMO, the ultimate oxymoron.
That is, of course, what "rules of engagement" is all about; an effort to be "civilized" in conducting war.
Patton said it best: "Your job is not to die for your country! Your job is to make the other poor ba****d die for HIS country!"
Or something like that...
If you can't stomach full on all out warfare (stopping short of nuclear weapons, thank you), perhaps you should not go to war in the first place. Either go all out to win, or stay home!
