When you see a Homeless person, Do you give to them or ignore them?

Most of the homeless in my area have homes, panhandling is their daily job, which is illegal here in Charleston. If you're caught giving a panhandler money, you get the ticket, not the beggar. That's a great law to prohibit enabling these folks. Sure some are really desperate people who really need help, and we have volunteer and state run homes to help the needy, but too often too many of them have a bad habit that is perpetuated by giving them a daily allowance.

I may tip them if they are on the corner, performing music, of a style that I like ("buskers") or otherwise entertaining.
I enjoy helping lost people out, by giving directions. (although GPS makes this less necessary in the 21st century).
I even offer single strangers rides short distances, who are walking along, when no one else will.... I know very well, what it's like to not have a car, and have to rely on busses, which sucks. They are often walking from the end of the bus line to minimum-wage jobs, and have no car. Everyone else ignorse them.... I can more or less see that they're not carrying weapons.
I don't give people money, as they may spend it foolishly.
Being retired, I help at my church food pantry sometimes.
I recent gave away my small umbrella to a young combat veteran and his family, during a downpour at Arlington Cemetery, and then shared my wife's umbrella. She keeps reminding me of it, and says I was foolish.
