Do you think it's even humanly possible for people to come up with a system wherein the most evil/toxic people to exist gain ultimate power, or do you think the most horrendous and evil people will always have the biggest advantage regardless of whatever kind of system is set up? A world where things aren't ruled by all the mean guys/girls from high school?
Well if someone in power is mean they often break rules, regulations, and laws and violate their position of power. When they do they can be charged, removed, arrested.
If they are in power and act mean always within the rules, like giving some people favors and not for others, that's mean but not illegal. With those type people it's best to remove yourself from their influence. Find a new job, etc.
So yes mean people will sometimes get into positions of power. We can't stop that. But you have freedom to get away from them.
Let’s look at it this way. The reason most politicians suck is because most people suck. That’s the easiest way to put it. Politicians didn’t come from outer space (to the best of my knowledge). They are a reflection of human nature, manifesting itself on a large scale. They are the alpha males of the pack. In order to improve politics, you need to fix society. People need to start behaving in a courteous and civilised manner. Just a simple trip to your local mall will tell you all you need to know. People don’t even know how to walk properly. They’ll start talking and walking at a snails pace while blocking the path ahead of them. Then they’ll let their kids run around the mall, while forcing others to try and dodge them.
P.S. This is a tongue-in-cheek answer, but one I feel illustrates in basic terms what’s wrong with society, and how good governance starts with getting the basics right.

But I do agree with Milky Way Resident in that politicians are a reflection of human nature.

Actually, the OP has stated a premise: "A statement or idea taken to be true and on which an argument or reasoning may be based." The premise being that "mean people" ultimately gain power and have the advantage over others regardless of whatever social or governmental system exists. Perhaps the OP could have worded it better, but this is essentially the gist of the premise.
Those participating in the debate should present facts and observations either to prove or to disprove this premise.

Unfortunately, that is not the case with a U.S. president, who (obviously) can break rules, regulations, and laws and violate their position of power, and based on a memo in the U.S. Department of Justice, he cannot be indicted or charged with a crime. (The only recourse is being impeached in the House of Representatives and then removed from office by a 2/3 vote in the Senate.)
What we saw with this current presidency should be an eye opener. The lies, the perpetuation of conspiracy theory after conspiracy theory that unfortunately too many American's believed like gospel. Don't forget over 70 million people voted for a dictator wanna be. That's disturbing. What's equally as disturbing is that out of the 330 million American's only around 150 million of us voted.
We all need to wake up and smell the coffee if we want change. Our votes are far more powerful than corrupt politicians. Lets use that power for change.

The idea of evil people gaining power is mostly an illusion of human psychology. People tend to view a politician as evil or corrupt when they disagree with their politics. People tend to overlook a politician's shortcomings when they agree with their politics.
I have often said, and my wife who lived the first 53 years of her life in the USSR or the Belarusian dictatorship agrees, that every system (every "ism") is entirely workable on paper - communism, socialism, capitalism, whatever. The fly in the ointment is, and always will be, human nature. The lust for power, money, fame and sex will always corrupt the most well-designed and well-intentioned system. It corrupts churches and entire religions, for crying out loud. It corrupts every idealistic experiment in utopian living. Those in whom the lust is most pronounced will almost inevitably achieve what they crave.
There are isolated exceptions, of course, but the basic answer is no - as long as human nature remains human nature, nothing will fundamentally change. We Christians, of course, are rooting for the Second Coming.
