The OP just doesn't know what's going on in other countries because the news media doesn't cover it. Its as though they thought the news gave a complete true picture of what is going on in the world. Recently I saw a show about prisons in Russia. They showed on prison called Black Dolphin. The place was full of men convicted of multiple murderers, guys who had eaten some of their victims. So, no it happens in other countries also.
How do we know how many serial killers are running around in third world countries? Do we honestly think that in the African bush there aren't serial killers that prob spend there whle life killing ppl and can't be caught due to lack of forensic technology?
Of course it is the culture. You don't need most people ending up serial/mass killers to be convinced the culture has a major influence in this. Nobody said "serial killing" is part of culture.
They said that modern culture creates the breeding ground for certain kinds of people (genetically equipped with certain psychological sensitivities) to go over the edge.
Most people manage to adapt to the system and NOT be serial killers but that doesn't mean their quality of life is great. Your typical modern person is on some kind of substance or has some kind of addiction, whether that's drugs, prescription meds, alcohol, food addiction, shopaholism, workaholism, porn addiction, electronics addiction, etc.
These are ways of coping with the culture. For the most sensitive of them, none of these would work...and some will go over the edge.
Even third world cultures can produce serial kilers, so prescription drugs and electronics do not appear to be neccessary or sufficient factors in their evolution.

That must have been a horrible experience. I wish you had a gun then and coulda put the killer down instead of helplessly sitting there hoping to not be shot.
Why do you think there is more school and workplace shootings in America than the rest of the world? Not to mention the abundance of serial killers?
As usual there is no simple single root cause. Disintegration of social norms and human values, coupled with easy access to weapons of mass lethality, fueled by antisocial memes easily propagated on the Internet, mix in substance abuse, and as other posters have said little or no attention to mental health - it is the perfect breeding ground for sociopaths and psychotics.
Cause in third world countries they don't have organizations like the FBI that are highly funded with advanced technology. I'm going to assume alot of serial killers are simply never found out in many places. The United States is probably the most violent first world country in the world but we are nowhere close to being on the same level as places like El Salvador or Liberia.
If you look back decades ago there were no school shootings despite access to guns. It was even legal to have machine guns and many veterans brought machine guns home after wartime. Those guns were not the government issued types but ones they had acquired from the battlefields.
So, despite the hysterical outrage, the reason for school shootings is not access to guns - it is cultural. Also, the reason so many shooters choose an AR-15 is because it is touted by the media - it is the rampage shooter's version of an iPhone.
Those responsible for cultural decline are the ones who blame guns the most. It is their values that have resulted in the decay.
As to serial killers - well, it is impossible to determine how many serial killers there are throughout the world but we do have some idea what is happening in the US because we have better records. So, it cannot be claimed with any degree of certainty that there are more of them in the US simply because we know how many we might have while other places have no idea.
The reasons for serial killers existing could possibly be explained by their behavior patterns going undetected. So if a country had a process whereby student behaviors were monitored and red flags were discovered, then perhaps the individuals could go under psychiatric evaluation as a preventive measure.

It's due to our state of the art reporting systems. Every country in the world has mass killers and serial killers, but we do a very fine job of identifying them and tracking them and reporting them, where most countries lack the technologies to do so.
There are far more mass killers in the border towns of Mexico, or in the prisons of Brasil, than there are here, but you just never hear about them because the lack of technologies.
