Many young people today wear shorts, even in winter. My neighbor's teen/twentysomething guy is no different. The other day at 7am the air temperature was 50 degrees. While walking the dog, I saw that they had their car running with no one inside. At first, I thought they were warming up the car for the infant. Turns out the teen/20something guy ran out wearing his shorts and knit cap and got in the car to drive away by himself, no baby in car. Now, my wife does warm up her car but only if her 85 year old father is riding with her.
If I did that then I wouldn't have gotten some drug dealers, thieves, and vandals arrested. If you pay attention to your neighbors, their vehicles, and their home you begin to notice things out of the ordinary which led to several arrest.

I have friends who keep their house colder-than-average (60F?) in the winter so that it is comfortable for their dogs (a cold-weather breed).

When I was living in Texas (the DFW area) I wore shorts in the cold of winter, if I had a sweat shirt on, I didn't notice it.
How do you know he didn't forget something and ran back in the house to get it. It would have used up more gas to turn the car off and then turn it back on again when he came back on then to let it idle a little.

The car was running with no one inside when I arrived home from work at 7:20am. I got the dog on the leash and went down our normal route which is past their home. On our way back home is when he came out to drive off in the car, about ten minutes after the first time I saw the car running.
I'd just laugh at the foolishness of wearing shorts in winter. It's been below zero or just barely above zero here, and I've seen some fools wearing shorts and t-shirts. They look stupid if you ask me.
Now about running the car...I have a serious fogging up issue with my car, so I do tend to warm it up some before I go so I can see. Opening the windows instead doesn't help it for some reason. And I need to keep the windshield from icing up outside too. Though Louisiana isn't as cold as VT...
