That's always the problem with socially responsible initiatives, there's seldom any decent financial incentives, so every other reason usually ends up being either coercive or expensive (and often both). But like the Space Race, National Parks, Internet, the EPA, etc., guvmint can always get the ball rolling with research, incentives and standards, though even at the state level it still takes vision and leadership. And too bad there aren't more affordable ways than simply increasing the present costs for consumers.

Would be interesting to see people actually fight over trash like it's a source of rich commodity, instead.
