So far nothing has upheld the claim that Texas does this (and, of course, we know now that the actual story that the OP used to prove that Florida does it has nothing to do with being off grid and everything to do with a pretty incompetent con artist). I know someone personally who went solar and actually sells electricity back to the electric company because he produces more than he uses - and he lives in a subdivision with an HOA, albeit not an uptight one. The town of some 50,000 that is closest to me is about 50% septic tanks, 50% city sewer - and we're talking in the middle of town. Lots of people around here have wells and septic.
I can understand why the city wants homes to have electrical/water service. The woman in question is free to choose not to use those utilities. That should reduce her bill substantially.
This lady is sure not the type to be defended and become the " poster woman" for the off grid crowd !

Wow, this is shocking even to someone who's as cynical about the American plutocracy as I am. And of course it happens in the most right wing "small gov't" states. What hypocrisy.
This time, it’s Robin Speronis that’s come under fire. She lives off the grid in Florida, completely independent of the city’s water and electric system. A few weeks ago, officials ruled her off-grid home illegal. Officials cited the International Property Maintenance Code, which mandates that homes be connected to an electricity grid and a running water source. That’s just like saying our dependency on corporations isn’t even a choice.
Why not "off the grid and in city limits"? Because it attracts flakes and frauds. Ever seen what happens when a marina allows people to live aboard?
The pretty picture with the flowers in front of the solar panel is not Robin's house. This will show you pictures of her house as officers - those "red state thugs" - confiscate her dogs because of lack of care. The officer will describe Robin's back yard as a "little junkyard".
If you can build and live off grid, why not? A lower carbon footprint and your lifestyle actually somewhat under your own control? What an amazing All-American concept.
The problem is that she wasn't living "off the grid". She was illegally squatting in her "home" all the while using city resources without ever paying for them. It doesn't take a rocket scientist to see that there's a gulf of difference between the two.
