If it is structurally sound use silicon caulking or aquarium glue.

You could buy one on Amazon but I don't know if the actual nozzle is just broken or if it actually broke the side of the barrel.

Cut off and or drill out the broken valve and determined the diameter of the hole in the rain barrel.

Then search for Bulkhead hose spigot on Amazon and there will be a bunch of hose bibs with various diameter hole sizes and hopefully you can find one to fit.

If not, patch the barrel internally with epoxy and a piece of plastic and then drill another hole for a new spigot valve at a different location on the barrel.
