There could be an issue of not wanting to attract wildlife and insects to their property - which leaving branches could create - “a backyard habitat”
Young branches/prunings make an excellent animal fodder and an excellent “fertilizer” for vegetables and fruit trees growing- the French used to be famous for this technique

Yes, then a woodchipper would make a lot less "habitat" and still quickly return it to the soil.
