...???...What's his time worth?.... Is he saving the planet with such stupidity?

I don't think saving the planet is his intent nor that the worth of his current time is actually a consideration. He looks like he's just a nerdy, beardless teenage boy having fun playing around at a science experiment with his scooter and whatever cheap or free limited resources he can find at his disposal. I imagine when he's finished his education, reached adulthood and it's time for him to get real employment and do adult work to support himself he'll have put that teenage experiment far behind him.
I can't fault him for playing around with a personal science experiment because at least he is showing some (albeit immature) curiosity and innovation which is good to see in such a young person, and he's having some harmless fun with his scooter. The alternatives of vegging out in front of video games or being bored and maybe getting into trouble within the community with his buddies or doing dangerous drugs for fun would be much worse alternatives.
I don't think he's stupid otherwise he wouldn't have come up with his ideas, but I hope another light goes on in his head so he will soon come to the realization, or that someone will point out to him, that what he's been doing interfering with the ponds and ditch bottoms with this non-natural raking is not a good thing. Those ponds and ditches are channels for moving, circulating water so what he's doing is causing far more harm than good to the moving water and wetlands habitats and ecosystems and the animals and other living organisms that depend on the natural health of those ponds and ditches.
Oh, the irony of it, eh?
