A lot of places the costs of electricity is much higher - 25-30 cents. So for those folks - it would be 18 - 22 cents per mile in their EV in an ideal situation - at home.
Retail locations - how much for charging? The link in your article- they counted 20 cents - is it really what they would charge?
So at retail location - it is already higher than 11 cents per mile - which they conveniently omitted.
Add cold period/climate - where according to your link the range dropped 54%.
What is it now per mile? 36- 44 cents? Minimum? Higher if used retail charging?
They counted gas at $3.66 per gal to get to 25 cents per mile - weather notwithstanding
