They are going to require homes being sold be updated to meet their efficiency requirements.
I keep hearing that, but I've never read the specific that REQUIRES homes to be updated. Certainly the quote above doesn't, it merely reflects that people doing appraisals and audits include energy-efficient information.
The amendment is what you want to read..that has drastic changes to the original bill and major new additions.
Just read an interesting section though.
The government has left themselves wide leeway to declare any other gas a "greenhouse" gas and implement regulations on that under this bill.
Here's the list I'm seeing (the copy and paste is also pulling in the line numbers):
‘‘PART B—DESIGNATION AND REGISTRATION OF 11

‘‘SEC. 711. DESIGNATION OF GREENHOUSE GASES. 13

I find this pretty stunning.
EPA top dog Jackson says Cap & Trade will not impact world CO2 levels, that it is really all about entering the world clean energy race.
Instead of trying to scare us to death, they should have been honest with We The People.
Quote:
.....showed EPA administrator Lisa Jackson and Energy Secretary Steven Chu a chart depicting the extremely limited impact on atmospheric CO2 concentrations that would result from unilateral action on emissions by the US. ..........
When Jackson got her turn to comment on the chart, she essentially agreed that the chart was correct and unilateral US action would accomplish little Senate Surprise: EPA Administrator More Honest Than Energy Secretary in Climate Hearing
Quote:
"U.S. action alone will not impact world carbon dioxide levels," Jackson said. "What the U.S. does is important in terms of entering the clean energy race."

Clean energy is to this decade and the next what the Space Race was to the 1950s and '60s, and America is behind. Governments in Asia and Europe are ahead of the United States in making aggressive investments in clean-energy technology. ]During a hearing today in the Senate Environment and Public Works Committee, EPA Administrator Jackson confirmed an EPA analysis showing that unilateral U.S. action to reduce greenhouse gas emissions would have no effect on climate. Do you mean they have dropped the issue or that the issue is having a hard time in the Senate?
I'm reading that Obama/Pelosi/etc. are still pushing for it but the Senate is bucking.
As a matter of fact, didn't I read that while at the G8 Obama told the members something about Cap & Trade passed in the House and he made it sound like the US had already adopted it? Maybe not, but thought I had read that.

Inhofe: Cap-and-Trade DOA in Senate

The cap-and-trade bill to curb carbon emissions has passed the House of Representatives, but there's "not any way in the world" that it will pass the Senate, Sen. Jim Inhofe tells Newsmax. WASHINGTON (AP)--Four of President Barack Obama's top environmental and energy officials urged the U.S. Senate on July 7 to pass legislation to reduce the pollution linked to the planet's rising temperature..........You can be sure of this: once the American public realize what this legislation will do to their wallets, they will resoundingly reject it,'' Inhofe said. "Perhaps that explains why we are rushing cap-and-trade through the Senate.'' Obama officials urge Senate to act on climate

Inhofe is claiming its dead this year and he will fight it next year.
He may be right but.... word was the bill was dead in the House, then scant weeks later it went to vote before the House (very quickly). The day before the vote, it appeared to not have the votes. However, last minute deal making got it passed.
The fight against it can't be ignored at this point.
Unless the REEP portion is amended elsewhere in another amendment, NOWHERE does it say a house must be retrofitted or updated prior to sale. REEP establishes a retrofit and upgrade program to be used by the states. It requires appraisers to be trained in and account for the value of retrofits, updates and green energy uses in the value of the house. It has some head-scratchingly nebulous comments about where funding is going to come from.
But nowhere does it mention requiring anyone to update, especially not prior to selling a house.
That's it. Read it for yourself.
