I'm not all that impressed until they do as several people have suggested and charge for bags used. I would assume that that's a far more effective way of actually changing shopping habits and eliminating waste. It also seems more fair, both to consumers and to the store. Maybe that's the next step. Still, despite not being overwhelmed by Target's actions, it is indeed a step in the right direction.

I've been living in Europe (Sweden) for the last year and there's no such thing as a free plastic bag.

When you go to the grocery store you pile your groceries on the belt and if you need bags you put them on the belt and they get rung up right along with your groceries.

When this stuff happens, and it happens a lot, I make sure to drop the store an email. I never 'call out' the specific cashier, just reminding the manager that this stuff is taken seriously, by customers, who spend money there.
