Yes - if they 1) properly destroyed/wiped the hard drive, 2) refurbished any parts applicable, and 3) properly recycled and/or disposed of the remaining bits.
In my own home town there was a guy that started a business doing this and he paid you for your computer components. He actually made a nice living off it. There is no reason you should have to pay for this. It is one thing for them to say you can just give it to them and they will take care of it, but asking people to pay them is ridiculous.
I gave my last computer to my grandmother. 4 years old, but I built it for gaming so it would hold up easily for a few more years as an Internet and word processing machine.
We have a Goodwill ComputerWorks in town that resells components and builds inexpensive machines from donated parts. I usually take everything there.
Also if you have something saved that might not be legal and you did not know it was illegal, they can download it and turn you in.
This happened to a guy in Indiana a few yrs ago. He took his computor in to Best Buy to be upgraded and they found some stuff that was not legal and he got arrested and charged.
