I have a 10 yr old with high functioning aspergers, is fully integrated with the rest of students and gets by generally well. I might take a new social worker position there, and would appreciate any input regarding where the best schools are, not just academically but safety-wise, arts programs, reputation for understanding teachers, and a good special ed program.

I urge you to visit this area and attempt to visit some schools (of course, in the area you are interested in). Additionally, the Upstate is an incredibly large, dispersed area with a county-based school system (much different than the more compact Birmingham metro, with its associated various city schools).
