I see this often, particularly when there's an event going on.

If it is a public owned parking space then yes, illegal, private I guess would depend on their rules. Also would likely be ticketed if it's a paid spot and they didn't pay for the extra spaces used.

I personally don't mind taking two spots as long as there's extra spaces available. After all...Parking spots were made for capacity, not for cars.

"Sec. 42-96. - Parking within marked lines required.
Each vehicle parking in any space marked by lines or other designations, shall park within the lines or designations established. It shall be unlawful to park any vehicle across the marked lines or designations or to park a vehicle in a position that it is not entirely within the area established by the lines or designations.

(Code 1997, § 42-96; Ord. No. 2007-15, § 1, 3-19-2007)"

regardless of legality, it's inconsiderate and selfish. Over the years, it seems like I saw the number of people doing this in the Richardson garage increase sharply.

If motorists cannot park the vehicles correctly between the lines, they should not bother parking and should avoid driving.

I tell my wife all the time when I see things like this... If you can't park it, don't drive it.

I am sure some towing company would be happy to take care of the problem.

you would think, given how busy Richardson is on weekends. But I would drive through and see the same trucks or cars (but often trucks for whatever reason) blatantly straddling two spots still 8 hours later. I've never seen someone towed from Richardson either.

Towing companies would like additional business.

Next time I see this, I'm going to take a picture and report it to Greenville Crime Stoppers. Would that be the best course of action? Or do I call some Greenville City police non-emergency number? Or the parking division directly?

I don't know for sure, but think the parking division would be the right place. I have rarely seen parking enforcement out on weekends to enforce the handicap parking (a good thing). They're probably responsible for garage parking issues also.

Many signs allow the option to tow, but fortunately the tow trucks don't aggressively target the downtown. (There have been shady tow truck operators in the area who are conveniently closed for the rest of the weekend while charging $75/day for 'storage' since they're not available for pickup).

A ticket would be the right thing for double parking though.
