Menthol isn't why cigarettes are bad for you. All menthol is is a compound occurring naturally in peppermint and other types of mint. It's in all kinds of cosmetics, cold/sore throat remedies, mouthwash, toothpaste, gums, candies, and various foods foods. It's in some shampoos and tingles because it stimulates your skin's cold receptors without actually making your skin colder (works the opposite of how compounds in things like hot peppers produce a heat sensation without actually changing temperature). At any rate, it's not bad for you.

Be cautious when using shampoos that have menthol and/or alcohol as they can be very drying to the scalp and hair.

Most Dandruff shampoos, including Neutrogena T-Gel, will make your scalp tingle.

I was going to say the Nutrogena T-Gel as well (first thing I thought of). I like it and I don't even have a dandruff problem...pricey though but a little goes a long way.

Tingling is mild irritation. Lots of people are very sensitive to menthol, so be careful. It is very helpful for muscle rubs because it distracts your nerve endings so that they won't feel pain.

According to the commercial I remember, it was Denorex. Any coal tar (dandruff shampoo ingredient) should make your scalp tingle.
