No, actually, I've seen heavy women with some cute cuts that are very flattering to them b'c of their weight. It's the shape of the head that matters in a short cut. If your head isn't the right shape it's very unflattering. Personally, I'd never do it that short, I like my long hair. But if I were to go short, this is what I'd like.
yeah, it seems like short short cuts look good on some heavier faces. I love having my hair short but only when I am much thinner. I hate having my hair long which is in a ponytail most of the time....but I can't see the cut I want on my face...I suppose I need to go to a good salon and have the designer spin me around and suggest something...
Short cuts can look really well on heavier faces if the sides are done right. You get something that lays on the face right and it will soften the cheeks and make them look thinner. I think the "shaggier" and/or choppy layers give the hair a good amount of volume that detracts from the fullness of the cheeks. ((Which I like, because my cheeks are always swollen from TMJ))

Probably because our definitions of short hair are different. Personally, I'd consider anything just touching the shoulders and shorter to be "short", just below shoulders to about the shoulder blades to be "mid-length", and anything longer than that to be "long".
On that note, if you have under-chin fat that you want to "hide", then having the sides be at shoulder length would be best in softening. A diagonal cut can always be done. I've also seen larger women with a short-spiky cut in the back with triangle cut sides that did a good job of framing their faces and softening their features.
That being said, if you don't care how society judges you, then you should get any haircut you like.
