We know that most residents of HR were NOT born in the area. HR has esteemed bodies of learning (Ivy League College of William and Mary) and more...eclectic institutes (Edgar Cayce's Association for Research & Enlightenment in Va Beach...founded there because the infamous psychic had a vision that when society collapsed, the Va Beach area would be a haven). We know that HR has more colleges and universities than per capita than most metro areas, as we know that it has far more military installations than most metro areas.

That is some of the things we know, as facts. Everything else found here are just unsupported opinions.
Doug Wilder wasn't the 2nd. He was the 1st African-American to be elected Governor of any state (back in 1989). Deval Patrick of Massachusetts was the 2nd, nearly 20 years later.

You went to the wrong places. Norfolk itself is run down like New York and Baltimore are run down. You have to keep it in perspective. Hampton Roads is NOT Northern Virginia, or Washington DC. If you want to see clean, try either lifestyle center/neighborhood in Virginia Beach, Hampton, or Greenbrier in Chesapeake. The rest of Hampton Roads is lived in, cluttered, etc. I've seen far worse than Hampton Roads so I don't complain.

The only thing wrong with Emrak's statement was the year. It might appear that Emrak was implying that Wilder was the 2nd Black elected governor (in the US), but that wasn't it. Replace "the 2nd black Governor ever" with Wilder (since he was second, after Pinchback's six-week governorship during Reconstruction) and you have a true statement once you correct the year.

It's one of those cases where word order can make a big difference. Of course, Emrak's post was from over six years ago, so I'm don't expect a response about this.
