If you want a more rural, or country, vibe to where you live then Chesapeake, Suffolk, and the southern half of Virginia Beach will suffice. All of these cities are experiencing growth as urban development sprawls outward, but you can still find slower-paced, country living along the fringes. I don't know much about Suffolk, but in Chesapeake I'd look into Hickory, Great Bridge, and Pleasant Grove. In Virginia Beach, look at Pungo, Creeds, and areas generally south of Indian River Rd. That's sort of the defacto urban growth boundary for Virginia Beach and where much of the development stops.

Crime isn't really an issue in any of the areas I listed. You're biggest issue would probably be commuting to and from work. There isn't much access to the highway, which means it'll be mostly surface streets you'd drive on (especially for southern Virginia Beach areas). But that may not be a problem for you.

Also, the schools have pretty good reputations. For Virginia Beach, your kids would go to Kellam High, which is a nice school. In Chesapeake, your kids could go to Hickory or Grassfield (I believe), and both of them are fine schools.
