If somebody is going to be around for just the day (no oceanfront hotel) where can you get public access and parking for the beach?

the city has parking lots and garages. Garage at 9th and Atlantic, city lot at 19th and pacific, city lot at 24th and pacific. All are pay sites.....

Plenty of parking, for a price. And "public access" describes the entire strip.

if you want to get away from the tourists, head over to sandbridge or croatan. plenty of beach, and surfer friendly. parking may be a problem if you get there too late, but sandbridge has a little mart where you can buy sandwiches and such.

There are a few public parking spaces where one does not have to pay to access the beach north of the main strip (40th street south to Rudee Inlet), but these spaces go very, very quickly. You could also try parking along Arctic or Baltic avenues and walk several blocks to the beach, but these spaces tend to become occupied quickly as well or have time limits. Finally, there are metered spaces along Pacific avenue. Sandbridge, which has already been mentioned, is my personal recommendation, provided you beat the crowds there. Doesn't have a lot of stores, and there are no hotels, but in my opinion, it is the most accessible relatively quiet beach. Also, you might want to explore Cape Henry. It is accessible through Fort Story, so your car will have to be briefly inspected. It is the area where the lighthouses and the first landing cross are. Unfortunately, swimming is prohibited, but it is an excellent place to catch dolphins playing in the surf.

Default VA Beach beaches

if you are military, go to Fort Story. Awsome free beaches as well as Litte Creek (JEB).

Also, do a GPS for Alexander's on Shore Drive. A restaurant right on the beach with parking.
