Its not going to be HSR , but Intercity Amtrak. Which so far has done very well in Virginia.

Not high-speed by the traditional definition, but it should be faster than the light rail system that is in place.

Light Rail isn't even in the same category as HSR or Regional Rail such as VRE or NJT its in the Urban Transit category..... Amtrak has clearly stated this is a Intercity extension.
