Ahhh...well, that's sort of an anomoly. Or the wave of the future (according to some). It is a Private-Public Partnership whereby they "buy" the roads/bridges and assume maintenance for some period of time. There aren't many of those (yet) in Virginia. But as an alternative way to fund large projects, there will likely be more.
