Hampton Residents?- City Tax (live, military, to move)

I don't know if anyone can answer this question or not, but though it was worth a shot. Years ago- about 2005/2006, my SO lived in Hampton for three months before getting out of the military and leaving VA. After his departure, VA sent him a bill for $400 for some sort of "city tax" he was "required" to pay because he lived in Hampton. $200 was the original tax and another $200 was added on as a late fee of some sorts- even though he was never sent the first bill. He asked what would happen if he did not pay it. They said he wouldn't be able to register a car in VA until he did. By that time, he was gone and thinking he would never return to VA, so he didn't pay it. Now... I'm thinking VA (specifically the Hampton Roads area) may be a very good fit for our family to move back to next year. I think he's too afraid too/doesn't want to bother with calling there to find out about this terribly old bill and is already assuming that if they added $200 to it as a late fee before- that it could be thousands of dollars now. Anyone from Hampton familiar with this tax?
