Can someone recommend me a great hotel overlooking an interesting Bay view?
Like a 4 star type hotel in an area with great restaurants.
I like looking at boats.

I don't know if this meets your requirements, but the Norfolk Marriott Waterside is nice. If you are facing the Elizabeth River, you can watch the vessels and the ferry. I have stayed there twice and have enjoyed it.

The MacArthur Center -- a shopping mall -- is a few blocks away if you need "retail therapy." There are restaurants there too. Nauticus and the MacArthur Memorial Museum are walkable too. There are other museums nearby too.

We always rode the ferry for one full circuit when we were there.

The Waterside is very nearby, but it is a glimmer of its former self. At least it was a few years ago.
