Doubtful, but I guess it really depends on where you live. You might be able to do it in Norfolk.

Depends where you need to go. If it's along bus routes maybe.

You could be facing long waits using the bus. This website may help:

Possible- yes
Easy, conveneint, or a pleasing experince of any kind, no.
I also should add it depends on where and when you need to be somewhere. If you need to be in Hampton and you are in Norfolk and you do not have a 2 hour window to plan your arrival then that is likely not possble.

We definitely need the area of your house and your job to give you a proper answer. Public transit is very good in Norfolk, adequate in Portsmouth, poor in Virginia Beach, and non-existent in Suffolk. Each locality funds their own bus routes, so it varies.

For what it's worth, i live, work and go to college in Norfolk, and don't own a car. With some planning, it's easy and rather convenient to use HRT's buses, the ferry, and the Tide to get around.

quakerchick, there are almost too many variables for anyone other than you to plan your trip. Here's the website for HamptonRoads Transit. When the page comes up click on 'TripPlanner'. I hope that helps.

You may want to talk to a cabbie. When I drove a cab while starting my other business I would make special deals for people who were regulars and I could count on. As far as I know cabbies are still independent contractors who have to charge the meter rate unless they come to an agreement that is acceptable to the fare.
