Build a road from Raleigh at I-40 to HR.
This road could even be extended on an upgraded Route 13 to go all the way to 95 in DE, re-named I-97 and be a bypass for NY-FL traffic.

I would think I-440 to the 168 bypass would help, but it won't end the cul-de-sac issue because you still have to go through Richmond if you're coming from the north, and I don't see the 13/CCBT route gaining in popularity anytime soon.

It would be a tough sell. You are proposing a road through two different states. Doesn't really benefit Raleigh, or the surrounding areas. If anything people are leaving HR for Raleigh Metro or Charlotte. Might give them an easier drive back home to visit family.
