Richmond.

Virginia Beach is more of a suburb, IMHO, than anything. Richmond for the historical, urban, characteristics you won't find in a city like Virginia Beach. Add in the tall buildings downtown and you won't think twice about Virginia Beach, IMHO. Then again Town Center in Virginia Beach may eventually leave the downtown areas of other Virginia cities behind, but that is several decades away and includes the 50 year plan the City has for Virginia Beach. One should also consider that before Hampton Roads was built up, Richmond had everything to offer, or at least most things, particularly if you were living on the Peninsula.

Personally, I think Richmond will become more connected to Washington DC and NoVa over time than it is to Hampton Roads. Particularly if they develop a better rail system in between both areas. I think Amtrak is the only real option now, but I would like to see something that is an extension of their public transportation system. Virginia needs a real inter-city rail system like they have in NJ but that is a topic for a different day.

But I do agree you'll get more response in City vs. City, unless you're looking for local opinion.
