Can someone advise me when the best time to put down pre-emergent for my lawn? Last year, due to drought like conditions, my lawn died out a lot hence the weeds really took over. I am hoping this summer not to have this problem. Thanks to all.

If you are referring to Halts Crabgrass Preventer, you need to put it down before the forsythias are done blooming.

Right, it prevents weeds from growing in the lawn. So when are forsythias done blooming?

If you can count a 1/2 dozen trees that have started to bud it's time to put it down. Break up the area that died, add seed[tall fescue], fertilizer[15-30-15], lime if needed; then top dress w/ good topsoil[1/3 of an inch depth]. Roll w/ a sod roller and water. Keep moist / not wet.
Remember if the lime level[ph] is not correct the fertilizer you put down will not work. You wasted your money. After the new seedlins come up; add more fertilizer...1/2lb. per 1000 square feet.
Starting in the spring instead in mid-september will mean you will have a lot of maintanence to keep it alive b/c it has not had time to establish a good root structure to feed the plant.
