Terrible local economic development leadership that for decades touted "service oriented, low wage workforce" instead of "cutting edge business environment".

It also doesnt help that most of the area clings to the tourist vibe and protests every infrastructure project that comes down the pipe.

You usually reap what you sow, and that is why Hampton Roads, although sitting on one of the greatest natural deep water ports in the country, has only managed to be a floundering, unorganized, medium sized metropolis dominated by a wicked combination of government tit and old money.
