You can always try the Va Beach Oceanfront, especially at sunrise. As of now, the strip isn't backed with tourists yet.

I love the Lion's Bridge in Newport News (Noland Trail) and the Salt Ponds in Hampton.

In Portsmouth, Trinity Church grounds at High and Court Streets are beautiful and fascinating, St. Paul's is also beautiful and beautifully landscaped. Hoffler Creek Wildlife Preserve (yes, in the city!) has some gorgeous views along the river. It depends on what you're looking for--nature shots, man-made buildings/landscapes...?

I always thought that the Pagoda in downtown Norfolk was very interesting and picturesque. I would walk that way to/from the office on days that were nice enough to walk.

Go to Harbour View for pics in Suffolk. Nice new up-and-coming shopping and medical centers there. And the TCC area that Alanboy suggested is actually in Suffolk.

I second the CNU area and Oyster Point in NN.
