What would be the best place in Norfolk to throw a large, family birthday party? I'm thinking Granby theater. Any other suggestions?

You might want to look into the Spirit of Norfolk. I know that they can accommodate large parties.

Half Moone cruise terminal, Nauticus might be able to host events, Chrysler Museum probably can as well.

Then of course the hotels.

The Granby Theatre was used for one episode of MTV's Sweet 16 so be prepared to drop several thousand dollars.

Didn't someone get shot at the Granby Theater several years ago? Was it also Club Premier?
