Of the 3 places you listed, I personally would choose Hagerstown, simply for better proximity to DC and Baltimore. All three of these places you listed are sort of countryola of you are okay with that. Chambersburg is in the middle of nowhere and WV is, well WV. You're going to see a lot of tattoos and pickup trucks, but probably less so in Hagerstown than the other 2 places. If you can afford it, look at Frederick, MD. Frederick is a nice place and has an artsy vibe that you aren't going to find in those other places. I would try to find a place as close to DC as possibly that fits the requirements of the commute and your budget. You're going to have a better quality of life and better food and shopping choice.

I'd rather have "countryola" than the constant crime that Hagerstown deals with, but that's just me.

Been a lot more crime in Martinsburg and Chambersburg these days too....more so in Martinsburg.

I know. Unfortunately, that's just a side effect of living by I-81 that we have to live with.
