The new chain restaurants in the second block of W Chocolate Ave once were to have housing above them, but the township is addicted to outdated parking minimums (so the developer wanted to extort an actual subsidy for more parking garage, that didn't work either), long story short didn't happen.

The village area (roughly bounded by US 322 on the south, University Dr on west, Homestead Dr on east, railroad to north) is mostly singles with a few semi-detached, and has the ability to walk to banks, the park-ish area around the schools (at least they haven't gotten paranoid enough to wall it off yet), Hersheypark 3/4 mile one way on new route around development area, and Pronio's Market a holdout neighborhood grocery on a side street. This area is also underlain by sinkholey geology (same formations as Palmyra that gets all the press for that) with a significant cost premium vs. the rest of the area.
